Why Documentation Matters for Non-EU Exports
Exporting goods from the UK to countries outside the EU opens up vast market opportunities — but also introduces a layer of documentation complexity that can catch unprepared businesses off guard. Unlike trade with the EU (which benefits from the TCA framework), exports to non-EU destinations often involve letters of credit, consular legalisation, certificates of origin, and destination-specific import permits.

Core Export Documents
1. Export Declaration (via CDS)
All goods exported from the UK must be declared through the Customs Declaration Service (CDS). This is legally required for consignments valued over GBP 873 and for all goods requiring export licences. The declaration must include commodity codes, value, weight, destination, and any applicable procedure codes.
2. Commercial Invoice
A detailed commercial invoice is required for every export shipment. It must include:
- Full names and addresses of seller and buyer
- Description of goods and HS codes
- Quantity, unit price, and total value
- Currency and payment terms (Incoterms)
- Country of origin of the goods
3. Packing List
A detailed packing list supplements the commercial invoice by specifying how goods are packed — number of packages, dimensions, weights (gross and net), and marks and numbers.
4. Bill of Lading / Air Waybill
The transport document issued by the carrier serves as proof of shipment, receipt of goods, and (for ocean freight) a document of title. Ensure details match those on the commercial invoice and packing list exactly.
Origin and Preference Documents
5. Certificate of Origin
Many non-EU countries require a Certificate of Origin (CoO) to verify where goods were manufactured. UK Certificates of Origin are issued by approved chambers of commerce. Some destination countries also require the CoO to be legalised by their embassy in London.
6. Movement Certificates (EUR.1, ATR)
For exports to countries with which the UK has a free trade agreement, a movement certificate or origin declaration on the invoice may be required to claim preferential duty rates. Check the specific FTA requirements for your destination.
Regulatory and Compliance Documents
7. Export Licence
Certain goods require an export licence from the Export Control Joint Unit (ECJU). This includes military goods, dual-use items, controlled chemicals, and certain technology. Always check the UK Strategic Export Control Lists before shipping.
8. Product-Specific Certificates
Depending on the goods and destination, you may need:
- Phytosanitary certificates — for plant products
- Health certificates — for food and animal products
- Conformity certificates — some countries require pre-shipment inspection (e.g., SONCAP for Nigeria, SASO for Saudi Arabia)
- Dangerous goods declarations — for hazardous materials
9. Insurance Certificate
If your Incoterms require it (CIF, CIP), an insurance certificate covering the goods during transit must accompany the shipment. Even when not contractually required, marine cargo insurance is strongly recommended.
Financial and Banking Documents
10. Letter of Credit Documentation
When payment is via letter of credit, all documents must comply exactly with the L/C terms. Even minor discrepancies — a misspelled name or wrong Incoterm — can lead to rejection by the advising bank and payment delays. Destination-Specific Requirements

- Middle East: Often requires legalised/attested documents via the Arab-British Chamber of Commerce
