The T1 transit procedure is one of the most overlooked aspects of UK–EU trade. Get it wrong and your goods can be held indefinitely in a port warehouse. Here’s a practical guide to when and how T1 applies to your shipments.

What Is the T1 Transit Procedure?

T1 (External Union Transit) is a customs procedure that allows non-EU goods to travel through EU member states without paying customs duty and VAT at each border crossing. The goods are placed under customs “seal” in the NCTS (New Computerised Transit System) at the point of entry and released only when they reach their final destination customs office.

When Is T1 Required for UK Imports?

T1 is needed when goods from the UK enter the EU through a port or country other than the country where customs clearance will happen. Examples:

  • Goods arrive by sea at Hamburg (Germany) but customs clearance is in Warsaw (Poland) — T1 opened in Hamburg, closed in Warsaw
  • Truck enters France via Dover-Calais and drives to Poland — T1 may be required depending on the customs procedure used

T1 is not needed when goods go directly from Dover to Poland via a single-country route and clear customs at the first EU entry point.

Who Opens and Closes the T1?

The T1 is opened by a customs agent at the point of entry (e.g., Hamburg) and closed by a customs agent at the destination (e.g., a customs office in Poland). Using a single agent who operates on both ends eliminates coordination failures and ensures the transit is closed within the required timeframe.

What Happens If T1 Isn’t Closed?

If a T1 is not closed within the permitted timeframe, the customs office that opened it issues an inquiry. If the transit cannot be accounted for, the guarantor (the agent’s customs guarantee) is called upon to pay the suspended duties and VAT. This is why transit management is taken seriously by professional agents.
